Tennessee Highway Patrol trooper decommissioned after DUI arrest where he was found intoxicated and asleep at Highway 70 ramp entrance.

 

A Tennessee Highway Patrol (THP) officer was decommissioned and placed on administrative leave after a DUI arrest in October 30th.

Around 10:15 p.m., a THP trooper was patrolling Highway 111 in Putnam County when they found a pickup truck parked in the grass between the northbound lanes and the entrance ramp from Highway 70.

During the investigation, the trooper determined the driver, William Looper, who was asleep in the truck, was intoxicated, and was charged with driving under the influence, implied consent, possession of a handgun while under the influence, and open container.

The THP said Looper was decommissioned and placed on administrative leave pending the outcome of an internal investigation.
