Budget Committee Recommends Proposal To Full Commission
County Government Press release
Lawrence County's Budget Committee met Thursday to discuss options for the 2015-2016 budget. Due to rising costs and a decline in local revenue, the county currently faces a budget shortfall. The last tax increase in Lawrence County was in 2006 and went strictly for the construction of a new jail mandated by the State. Before that, the previous tax increase for county operations and services was in the early 2000s.
To address the shortfall, commissioners previously considered a resolution that would have sent a wheel tax increase to the ballot this fall. However, at last week's Special Session meeting, it failed 9-5, forcing the commission to consider other options to address the budget shortfall.
After cutting over 1 million dollars from this year's budget, the budget committee ended up recommending a 33 cent property tax. The proposed increase includes:
6 cents: to keep School Resource Officers in all county schools
8 cents: to the county's Debt Service Fund earmarked for the school building program and other projects such as a four year university
3 cents: to the county's Highway Fund for road improvements
16 cents: to the county's General Fund to address the current budget shortfall and bring the county's fund balance to the state recommended $3 million threshold; address the shortfall in the county's Solid Waste Fund to avoid raising the solid waste fee on the citizens of Lawrence County
It is important to note that this increase will also allow the county to avoid any cuts to vital services like volunteer fire departments, E-911 and economic development efforts.
The proposed increase and the FY 2015-2016 budget will be considered at a special session in the coming weeks. It should also be noted that a number of commissioners are sponsoring a resolution at the July 28th Regular Session meeting that would give the citizens of Lawrence County the option to repeal any property tax increase and replace it with a wheel tax increase in the March 2016 election. The equivalent of a 33 cent property tax increase would be a $50 increase to the wheel tax.
