Animal Cruelty Citation Issued To Owner Of Injured Horse
The owner of an injured horse that was pulling a buggy through Lawrenceburg last week was issued a citation for animal cruelty.
Two women notified the Lawrenceburg Police Department about the matter on Thursday. They requested that officers check on the horse’s welfare after confronting the owner in the parking lot of Walmart.
They told a police officer that they had spoken with the owner after noticing the horse’s injuries. It had reportedly sustained abrasions to its backside from which blood was dripping.
The witnesses said that they confronted the owner about the injuries, but that “he told them he knew the horse was bleeding, and when they told him he couldn’t drive the horse in the condition it was in, he laughed and walked into Walmart.”
The witnesses stayed with the horse and took photos, but said the owner had left prior to the officer’s arrival, heading north on Locust Avenue. They told the officer that “the horse was limping but the owner was using a whip on it to force it to pull the buggy anyway.”
The officer was able to make contact with the buggy a short time later and spoke with the owner until the Animal Control Officer arrived on the scene. He told them that the injuries had been sustained approximately one week prior. The reporting officer noted that, “He said he does have another horse, but still chose to use this horse to pull the cart today.” He also told the officer that, “He had tape and could put it over the injuries if she wanted him to.”
The Animal Control Officer informed the owner that he would not be allowed to use the horse until the injuries were fully healed. A horse trailer was brought to the scene to transport the owner and horse home.
As a result of the incident the owner, Joseph M. Hershberger, 25, was issued a citation charging him with cruelty to animals. He is required to answer the charge in Lawrence County General Sessions Court on August 7, 2015.
