Proposal Would Earmark Funding For New High Schools

The Lawrence County Board of Commissioners will consider a resolution at the September Regular Session Meeting that would statutorily earmark $.07 cents in the county's Debt Service Fund for the future construction of new high schools in Loretto and Summertown. In the FY 2015-2016 budget, the commission allocated a total of $.14 cents of the property tax rate to the county's Debt Service Fund intended for school and road projects. If the proposal passes, the $.07 could not be used for any other purpose unless the commission repeals the resolution by a two-thirds vote. The resolution is being sponsored by Chris Jackson, Wayne Yocom, Nathan Keeton and Shane Eaton. 

Sponsors say the proposal represents an important step in the long-term process of the school building plan which was first put forward over five years ago. If passed, the legislation will secure a financially responsible path forward that would allow the county to build new schools in Loretto and Summertown in the next 3 to 5 years.

According to school officials, portions of facilities at Loretto and Summertown date back over 50 years which hamper what the schools can offer students both academically and athletically. The proposed building plan would address the issue by allowing the school system to eventually transition to a middle school concept which would provide a more structured setup and offer equal opportunities to county students no matter where they attend school. The building plan has already cleared two important hurdles when the county commission voted to fund the architectural schematics for the new schools and purchase land in Loretto and Summertown.

"This commission made a strong commitment to this building program when we purchased land in Loretto and Summertown last year," said Commissioner Shane Eaton a member of the budget committee. "Securing this funding is the next logical step in the process," Eaton said. "The education of our children is an issue that affects our entire county so it is important we address it in a responsible manner," he added.

$.07 on the tax rate is approximately $385,000 per year that will be earmarked for the future school construction. Officials say that as old county debt is paid off and the $.07 accumulates in debt service each year,  the county's ability to begin construction grows. If all goes according to plan, the county hopes to be able to break ground by the end of the current term. 

"I have served on the commission for over 20 years and I don't think we have ever had an issue more important to our long term success than making sure every child in Lawrence County has an equal education," said long time Commissioner Wayne Yocom. "This plan will level the playing field in our county and that's why I support it," he concluded.
